    Exactly no, but…

    the very abridged version;
    The Clinton Admininistration was preparing a new National Forest Wilderness Planning Rule. Before it became the law of the land, (and subsequently overturned and replaced) Idaho prepared and passed our own more reasonable Roadless Plan, which was accepted by the Feds.

    The Greenie Weenie groups challenged both plans as not being restrictive enough. Idaho’s was subsequently overturned/reinstated/overturned, and finally reinstated again.
    During all this time, more Progressive Administrations have seen fit to implement even more restrictive and fascistic plans that are in place today.
    Everywhere but Idaho, since we had the foresight to write our own plan.
