Idaho Off-Road 4×4 Club is an association of people brought together to share a single passion – Four Wheeling! We are a FAMILY oriented club dedicated to keeping our public lands open while practicing the policy of TREAD LIGHTLY!

State Association
|
- Idaho State 4×4 Association Annual Meeting & Pancake Breakfast – Saturday, March 9th
- Creating a “war chest” for when we have an active issue that requires funding.
- Improve engagement with our local BLM, Forest Service, & Idaho lands agencies.
- 2024-2025 Goal: More IOR engagement – only 3 IOR members attended this year.
- IOR needs a representative that attends monthly meetings and bring information back to club.

- Idaho Parks & Recs/Dept of Lands Meeting – closed door meeting with leaders in April to discuss access to grant money.

- Receive education and tips for working with agencies – i.e. BLM volunteer agreements
- Individual clubs create a “war chest”
- Individuals are encouraged join their FB group – no membership fee.
- May ask for donations for specific issue(s), but again – on an individual basis.
- Club involvement would be on a case-by-case basis.

- BLM Travel Management Plans (TMPs)
- Grand View TMP comment period is open now – closes April 1st, 2024.
- Hemingway Butte OHV Park and Wilson Peak will not be included in the TMPs.
- Morley-Nelson Snake River TMP – TMP C was chosen, lost 117 miles of trails.
- Silver City TMP – closed, pending decision
- Federal-BLM Solar Project
- Utility-Scale Solar Energy Development PEIS/RMPA – https://eplanning.blm.gov/eplanning-ui/project/2022371/510

- 2012 Western Solar Plan included six southwestern states: Arizona, California, Colorado, Nevada, New Mexico, and Utah.
- BLM considering a solar planning expansion effort to include five northwestern states: Idaho, Montana, Oregon, Washington, and Wyoming.
- The Federal Government is asking for as many as 55 million acres, across all 11 states, for future large-scale solar lease projects (Alternative 1).
- The BLM has signaled that a good settlement would be on 22 million acres allotment (Alternative 3).
- Priorities – locate near transmission lines and “disturbed” lands.
- 2.4.8.3 Recreation (Programmatic Environmental Impact Statement Scoping Summary Report – May 2023)
- Commenters stated that because utility-scale solar facilities restrict access to public land use of recreation, recreation economies would suffer from solar development. They requested that the BLM collaborate with state agencies, other federal agencies, and local communities to assess all routes and areas that may be affected and keep roads and trails open.
- Solar project applications must be 5 megawatts or larger – takes 5,000 panels to produce 1 megawatt = > 25,000 panels.
- BLM anticipates about 700,000 acres of BLM-administered lands will be needed to meet 2045 energy goals.
- This would be approximately 90,000 acres within Idaho.
- Exclusion criteria included recreation areas that are mapped – the Grand View TMP is taking trails away to accommodate this solar project.
- What is means for Idaho: (below #s are specific to lands just in Idaho)
- Alt 1 earmarks 2.65 million acres
- Alt 2 earmarks 1.83 million acres
- Alt 3* (BLM choice) earmarks 1.47 million acres
- Alt 4 earmarks 942,187 acres
- Alt 5 earmarks 866,830 acres
- Timeline: Public commenting ends April 18th, 2024 > Publish Final Programmatic EIS > Publish Record of Decision by late 2024.
- Comparison of the Grand View TMP and the Utility-Scale Solar Energy project in the same area shows that the entire area has been earmarked for solar leases.

- Fire Extinguisher Class – Jon is working with Don Kartchner to put together a class for those that have not had the opportunity to do hands-on training. More information to come.

- 2024 Membership Renewal – last opportunity to renew is tonight!
- Memberships not renewed by the end of this meeting will be cancelled.
- 6 known memberships not being renewed.
- 20 additional memberships have not communicated their intentions or renewed.
- 2023 Ride & Rally Update – Donation to the Warm Lake community.
- AED has been purchased for the North Shore Lodge
- Valley County Backcountry Sheriff Division Donation – Youth ATV Helmet Loaner Program
- With the generous donations of club members, we drove our purchase power to $1,550.
- Worked with Grizzly Motorsports and Fly Racing and was able to purchase 40 youth helmets!

- Meet by 8:30 am, runs to leave at 9 am – scenic, easy, mid and hard trail runs
- 4 runs – but may change based on weather, trail conditions, and participation.
- Need a volunteer to lead the Mid rock run on Carnage/Meat Grinder.

- Basic Winching 101 Class w/ HDOR (Aaron Malin) – Saturday, February 10th
- Excellent turn-out and very informative! Approximately 25 rigs.
- Robie Creek Run in the Mud & Advanced Winching w/HDOR (Aaron Malin) – Saturday, February 17th
- Again, excellent turn-out and Aaron had two Suzuki Samurais winch him side-ways uphill using distribution plates, pullies, etc.
- Ground was frozen in the morning but melted by early afternoon – mudfest!

- Ride for 22 – 9th Annual Veteran Suicide Awareness Rally and Event – Saturday, April 20th
- Will discuss in April a meeting time and place for the club.
- 10th Annual Chuck Coble Rocket Run – Saturday, May 4th – Registration opens tomorrow – Friday, March 15th!
- Will need volunteers for day of event – please reach out to Aaron Malin if you can help!
- Mother’s Day/Warm Lake Snow Run (Dan Sullivan) – Saturday, May 11th
- Any vehicle is welcome but must have front and back tow-points.
- Running on groomed snowmobile trail above Warm Lake to Landmark.
- Great opportunity to learn about tire inflation – “how low can you go?” Testing is encouraged.
- There are hotels in Cascade and cabins @ Warm Lake if you want to stay.
- Group may meet in Eagle on Saturday morning to caravan and meet rest of group @ 9:00 am.
- Hwy 21 Clean-up & Trail Run – Saturday, June 1st – After clean-up trail run – TBD
