IOR Bylaws Review – Voting
Review Article V. Meetings > Sections B. Business Meetings and C. Absentee Voting
There were questions raised last month as to the appropriate voting methods for club business.
There are two forms of voting allowed for club business:
In-person voting
Appropriate when 1.) a motion/proposal is made, 2.) club officers, and 3.) bylaw changes
Absentee voting
Appropriate when voting for club officers and bylaw changes only.
Administered by the Board
And the member must make an official request for an absentee ballot
Article V. Meetings > B. Business Meetings > 2. Voting Process
A motion must be made for a vote on a given subject.
The motion must then be seconded.
The motion will then be open for discussion. (This is key to ensure members hear both sides of the debate.)
A verbal vote will be performed under supervision of the presiding officer.
Should the outcome of the vote not be determined, a ballet vote will follow.
A two-thirds (2/3) majority of the members present must be in favor to pass the vote.
Article V. Meetings > C. Absentee Voting
The Club prefers that Members cast their votes in person to encourage discussion and debate. The Club also recognizes that individual schedules may conflict with the monthly business meeting schedule and intends to recognize the voice of the majority of members.
Absentee Voting for Club Officers & Club Bylaw Changes
Those not able to attend the … business meeting…will be responsible to contact the residing Board of Directors to request an absentee ballot. The absentee ballot will be supplied via email and will have a link enabling discrete balloting that also ensures only one vote per office, per regular membership, per election.
Club Officers reserve the right to challenge absentee votes in the event there is reasonable cause to level said challenge. A challenge may delay the formal results and requires notification to active members.

Proposed bylaws drafted – see email sent to IOR members last week.
Proposed bylaws will be voted on during the next State Association virtual meeting on Wednesday, May 17th
They are working on drafting Standard Operating Procedures (SOPs)
Officer Elections – Proposed Change to Timing and Process
Nominations in October/November and voting would occur at the IOR Christmas party
Officers elected would have the months of January, February, and March to shadow the out-going officers
New officers would take over at the beginning of April.
This would be a bylaw change; therefore, the proposal must be posted and announced. Voting would take place @ July 2023 member meeting.

Member Meeting Raffles – Idaho statute Section 67-7710 limits non-profit raffles to 12/year. This includes the Christmas Party and Rocket Run raffles.
Reducing frequency of member meeting raffles to even-numbered months: February, April, June, August, October & December raffle will be at the Christmas Party.
Toys for Tots/”Shake the Can” drive during the other months to continue our charitable support.
RTI Ramp repairs – Rob Robinson proposed a small amount of $$ to do RTI ramp structural repairs. Dan Sullivan and Micke made a motion to approve these repairs. John Lundberg also offered some supplies to work on the ramp.
