Motion Review & Potential Member Quorum Requirements – Robert’s Rules & IOR Bylaws
Idaho State 4×4 Association – Discussion
Multiple members asked “what has the State Association done for our club?” Other members pointed out that the State Association is continuously FB posting on current land issues. The new Board has done a lot in the past 7 months they have been in control. We have not had a representative regularly attending the IS4X4 meetings and reporting back.
Dan Sullivan – IS4X4 has historically been a centralized voice for the 4×4 clubs. This question comes up regularly and, in the past, the Association has been crippled by their own bylaws. The new leadership is also trying to engage with the clubs more and they have been sharing land use issues. They also obtained their 501C3 status.
They provided insurance for both Rocket Run and Ride & Rally in an umbrella policy. They helped us by doing the footwork and man-power in the process.
Patti Evans feels we should get out of State Association (for at least one year) and would like to see our membership dues go to another cause, like IRC, or keep in our own budget.
If we do pull out of State Association, some members would like to see the membership dues go to land use or some other worthy cause, not for Christmas Party, etc.
Aaron Malin asked if they would help support individual club events by helping with BLM/USFS relations and applications.
Jim Miller – we are 2/3 of the organization and it will be a big hit to the Association.
Mark Bennett – past issues – getting things done was very difficult in the past. Their bylaws crippled their abilities. Mark would like to give the State Association an opportunity to get things done. The Association has always been our universal voice, especially on land use issues.
Dave Hopkins – asked for a list that the State Association is doing. Do we also have a list of things we would like them to do?
Bridget Morrisroe – remembers when we had discussions about having too much money in the account. Saving
Motion: Jen Freeman suggested that we have Corrie Dashnaw or a rep from IS4X4 come to the November meeting for a Q&A/presentation. If at that point, someone makes a motion to leave the State Association, we will put it on the December member meeting ballot. Must have 27-days and absentee voting available. Seconded.
Land Use Motion – Tabled to November
Mark Bennett proposed that we donate the $1200 Joe Adalpe Land Use fund to IRC. Patti Evans seconded the motion.
Discussion ensued and evolved into donating to both BRC and IRC. Aaron Maline/Jon Knapp. Possibly split 50/50 versus 60/40 split? Pull from General fund?
First motion to give all Land Use funds to IRC was withdrawn by Mark and Patti.
Travis Moats asked if there are any other lobbying groups that only represent off-road groups.
TJ Freeman – IRC is a 501C6 (lobbying group) versus the IOR and BRC are a 501C3 focused on education.
Patti Evans stated that we can designate our IRC donation.
Are there issues with us being a 501C3 donating to a 501C6? – issue raised by Felicity Arnold
We will do some research to ensure that our 501C3 status will not be compromised by donating to a 501C6.
Ultimately, we will come back to this motion with what we find and proceed with discussion and voting.
Jim Miller also noted that our raffle is what funds the Joe Adalpe Land Use fund, and we have been struggling to get participation. It may take a lot of time to get the fund built back up.
