Idaho Off-Road 4×4 Club is an association of people brought together to share a single passion – Four Wheeling! We are a FAMILY oriented club dedicated to keeping our public lands open while practicing the policy of TREAD LIGHTLY!
Sergeant at Arms Council will maintain order in the room. There is a $1.00 charge for unnecessary disruptions.

Sandra Mitchell – Idaho Recreation Council
Sandra discussed a little about the Lava Ridge Project and its impact on the off-roading community. BLM Conservation rule – this is a move to restrict lands to conservation activities and will be in opposition to off-roading goals. We do not want to decommission existing roads as it will be impossible to get new roads opened. Northern Idaho off-roading park access issues.
IRC has been working with the State Parks and Recs to get cattleguards for leased lands in the Owyhees to help ranchers. Gates being left open and/or closed has caused issues that have impacted the community.

Idaho State 4×4 Association Annual Meeting Review & Organization Changes
Micke Barnes discussed the April IS4X4A meeting. Complete turnover of the organization. Micke has encouraged members to submit requests or suggestions to improve the organization. Things you would like to see done going forward. The board is looking for guidance and have a lot of “green energy” to get things done.
Executive board can vote on some things, on a monthly basis. Lower dollar activities. Bigger issues or larger $ activities goes to the Council of Presidents (presidents of all the subsidiary clubs).
The State Association can provide a larger perspective for all the clubs.
Nathan Galvin raised concerns of our being part of the State Association. IOR is a majority member and he is concerned about funneling of our funds to other organizations. Micke countered and discussed how we can help the other, smaller clubs.
Concern that SRO has too much influence as they hold 3 positions on the board. Jim stated that this was addressed by limiting the Board’s power to minimal activities.
IS4X4 has corrected all business issues – they are now a 501C non-profit, registered with the State of Idaho Secretary of State. Bank account has been corrected with an EIN #, etc.
Micke has encouraged us to give the new board an opportunity to make the changes we would like to see.
Motion made to leave the Idaho State 4×4 Association – Nathan Galvin, seconded by
Jim feels that if we want to back out, we do it before the beginning of the new year rather than after the membership calendar year.
Patti brought up concerns about the Ride & Rally and it being a fundraiser.
Dan Sullivan discussed his views – the State Association is a forum for one-voice for the 4×4 community. In the past, the association strayed from this. He would like us to wait and see what the new board is able to do and make change before we make a move to leave. He also discussed Ride & Rally – the goal is not to lose money, but maybe some money. Dan is seeing changes already occur at the State Association and he is not necessarily opposed to looking at getting out at some point.
Nathan White – this subject comes up every 4-5 years. The State Association is about the state of Idaho and the 4×4 community. The larger a group, the larger the voice. He would like to see us give them an opportunity for change. The IRC is not just for the 4×4 community, and they represent all forms of activities. It is important to have our own voice.
Per Jim, we have withheld our dues until the State Association got the business in shape.
Nathan Galvin withdrew his motion to leave the State Association.
Patti Evans made a motion to vote on Nathan’s motion.
12 in-person votes to leave – did not meet threshold to move forward. Leaving the State Association will impact the bylaws and would require a bylaw change with 27-days notification.
Group agreed that this was fair and we will re-evaluate the value of the State Association at a later date.
